This bill changes the "10 percent admissions" rule guarantee admissions to a state system school, rather then the state system school of the students choice.

Background

HB 788(75-R) created the "10% rule" guarenteeing admission to state funded universities for students that graduate in the top 10% of their class. As admission under this provision has grown, controvisal suggestions to cap admissions under the 10% rule have been made by various parties, including former University of Texas at Austin president Larry Faulkner.
